Foam It Insulation is a participating contractor in
Home Performance with ENERGY STAR® Program
Eligibility:
New York State homeowners are eligible for the program as long as electric distribution service is provided by one of the following participating utilities:
- Central Hudson Gas & Electric Corporation
- Consolidated Edison Company of New York, Inc.
- New York State Electric and Gas Corporation
- National Grid
- Rochester Gas and Electric Corporation
- Orange and Rockland Utilities, Inc.
Participants can choose from the following options to pay for the cost of work.
1)Green Jobs Green New Youk Financing :
3.49% Low-interest Financing is offered through GREEN JOBS GREEN NEW YORK.
The following conditions apply:
· This is an unsecured loan, not a second mortgage or equity loan.
· The limit on the loan is $13,000 or $20,000
depending on your credit score.
· You can select a term of 5, 10, or 15 years.
· Financing is available to owner-occupied 1- or 4-family homes.
Payment is made directly to the contractor after a signed
Certificate of Completion is received by the program on a work scope.
The work scope must also have been reviewed and approved by the program implementer.
2)New York Energy $mart Loan:
Energy $mart Loans are offered through a network of Participating Residential Loan Fund Lenders servicing New York State.
The following conditions apply:
· Loans up to $20,000 ($30,000 in the Consolidated Edison service territory) may be obtained on a secured or unsecured basis, at the option of the Lender and the Borrower.
· Your interest rate is bought down by up to 4.0% or 400 basis points, reduced as low as 3.0%, for a term up to ten (10) years.
· Procedures and conditions may vary by Participating Lender, and by loan.

3) Additional incentives are available to income-qualified homeowners Assisted Home Performance with ENERGY STAR provides an additional 50% subsidy to assist income-qualified customers to pay for cost-effective energy efficiency improvements.
However, customers that receive a subsidy are not eligible to receive the 10% High Efficienty Measure Incentive (HEMI)
The subsidy payment is made directly to the contractor after completion of work.
4) High Efficienty Measure Incentive (HEMI):
If you choose not to use either ENERGY $mart Financing or the New York Energy $martSM Loan Fund, you may be eligible to receive 10% of the cost of eligible energy efficiency improvements, up to a maximum incentive of $3,000, directly from the program.
Payment is authorized after you sign the Certificate of Completion and the program implementer reviews the project
Consumer Financing Options – Summary
To encourage homeowners to participate in the HPwES Program, NYSERDA offers a number of consumer financing options. Information on these options is provided below.
1) Green Jobs Green New Youk Financing :
Administered by, Energy Finance Solutions (1-800-361-5663), this unsecured loan is offered at 3.49% Fix APR at terms of 5, 10 or 15 years. A minimum loan value applies and the maximum available loan ranges from $15,000 to $20,000, depending on the homeowners credit qualifications.
This financing option is only available for owner-occupied homes.
2) New York Energy $mart Loan Fund:
This secured loan product is offered by a network of participating lenders. NYSERDA ‘buys–down’ the interest rates on these loans by 4 % over a maximum term of 10 years. A list of participating lenders is provided below.

3) 50% Subusidy "GRANT" up to $5,000.00
Households with an income equal to or lower than 80% of state or area median income, whichever is greater, can receive additional financial incentives through Assisted Home Performance with ENERGY STAR®.
That is an income of nearly $60,000 a year for a family of 4 in most counties and higher in several downstate counties.
Click here for income guidelines. Your annual income will be verified using pay stubs with year-to-date earnings and other appropriate documentation. If you are income-eligible, you may receive assistance to cover up to 50% of the cost of energy improvements.

Household income is defined as total cash receipts before taxes from all sources. Income eligibility is based on the past twelve (12) months of total household income. Download this guide for details on income included or excluded from determining eligibility.
Single Family: The building occupant's income must be less than or equal to what is listed in the income guidelines for the number of people living in the household.
A 50% subsidy up to $5,000 may be available.
Renters: Income-qualified tenants can receive up to a 50% subsidy towards the purchase of ENERGY STAR appliances and lighting or other energy-reducing products.
Use the income guidelines to determine if you are income-eligible.
2-4 family Building Owners: Assisted Home Performance with ENERGY STAR will perform work in 2-4 unit buildings where either the owner is income qualified and occupies one of the units, or tenants are income-qualified. An income qualified owner that occupies a unit in a 2-4 unit building can receive a subsidy of up to $5,000 for the whole building without any income verification required for the tenants. A higher subsidy, up to a total of $10,000 per building, may be available if tenants also are income eligible.
Use the following chart to determine the level of subsidy and count the income-eligible and occupying owner as an income eligible unit.
The subsidy is available for whole-house, insulation, and heating system improvements, according to the following chart, up to the maximum cap described above:

The HEMI is equal to 10% Back on all eligible measures that are installed by Foam It Insulation. The maximum HEMI is $3,000 per household over the life of the program. The incentive is paid directly to homeowners by NYSERDA after receipt of a Certificate of Completion by the Program.
The HEMI can be combined with Green Jobs Green New Youk Financing incentive.
